There are services provided that give you information about specific IP
addresses. You can use WHOIS to find who owns the IP and you try services like
https://www.iplocation.net/ to ask where the IP might reside geographically.

I'm pretty sure all free geolocation services you try with be fairly "rough"
and even the commercial ones often makes mistakes.

Finally, even if you do get a reasonably certain location for the address, the
IP you see might be a proxy, a TOR exit, a VPN or another victim that the
attacker is using as a gateway. So not at all the location of the attacker.
